Students sometimes request advance pay for education benefits. If your school has been approved for advanced pay by your ELR, VA sends the payment check to you to give to the student. Along with the check, VA sends a VA Form 22-1999v, Certification of Delivery of Advance Payment and Enrollment, to verify that the student received the advance pay and is enrolled. If you're unsure if your school is approved for advance pay, or your school wants to become approved, contact your ELR.
