When you certify a chapter 35, TOE or Fry Scholarship student, you must be sure to enter all required information on the Enrollment Certification. For DEA-Chapter 35 (dependent students), you enter their SSN as well as the VA file number, which will be the Veteran's SSN or the Veteran's "C" number and payee number.

If you do not know the correct VA file number or payee number, do not insert the student's SSN in the field on the form that is reserved for the VA file number. You should attempt to obtain the correct VA File Number. If all attempts fail, leave the field blank but ensure to include the student's SSN in the correct field. For Post-9/11 GI Bill TOE or Fry Scholarship recipients (spouse or child) you enter their SSN in both the SSN and VA File Numbers fields.
